Sorry for late response, I've been on Flock 2014 Fedora conference. SELinux is enabled so I suspected that it might be the cause of the permission denied error, but /var/log/audit/audit.log doesn't have entries for anything in the last few weeks. Disabling it solved the prob. I'm thinking about moving state file to some write-able location, but as a workaround for now you have to use the way you described in previous comment.
